NYS requires annual reporting by school districts. Two of these requirements are C4E which is submitted to NYSED and transparency which is submitted of NYS Division of the Budget.
Contract for Excellence (C4E)
The 2007-08 Enacted State Budget included increases in school aid, primarily in the form of a new category, Foundation Aid. For districts that received an increase in Foundation Aid over a certain dollar or percentage threshold and had at least one school with substandard academic performance, the C4E Program was established to provide accountability. This program has continued for a small group of districts, including NECSD. These funds are set aside within the district's foundation aid allocation.
